Brisbane’s industrial precincts must be responsive to evolving economic and workforce needs, providing places for businesses of varying maturity and scale.

As part of our industrial strategy, Brisbane: Our Productive City, we reviewed the mix of industrial zones within Major Industrial Areas and amended the planning scheme to make more land available for cleaner industry, warehousing, logistics and distribution.

Amendment summary

The Major amendment package - Industry mapping will help ensure Major Industrial Areas continue to support a wide range of industrial activity, while maintaining adequate separation from sensitive uses such as residential communities.

The proposed amendment was released for public consultation from 1 November to 8 December 2025. Council adopted the final amendment on 4 August 2026, and it took effect in Brisbane City Plan 2014 (City Plan) on 18 September 2026.

The information below outlines the changes that will ensure industrial zones provide capacity for existing and future demand.

Amendment details

The amendment changed identified properties from General industry C zone precinct to General industry B zone precinct. This will allow for additional forms of development such as warehouses or logistics that can operate on the land.

The adopted changes are not retrospective. If a property has an existing development approval and is continuing to operate according to those approval conditions, it may continue to do so.

However, any new development, intensification or change to existing activity must meet the relevant City Plan requirements for General industry B zone precinct.

The General industry B zone precinct is intended for businesses and industries that have a low to medium impact on the surrounding area. These impacts may relate to the scale of operations, emissions such as noise and odour, or traffic levels including the number or type of vehicles.

Typical activities in this zone precinct may include manufacturing, warehousing, logistics, and spray-painting workshops. While some offsite emissions or impacts may be present, businesses are required to implement controls to manage risks and protect local amenity.

The General Industry B zone precinct is generally separated from residential or other sensitive land uses by 250-500-metres.

The General industry C zone precinct is intended for high impact industrial activities or large-scale industries with operations that may produce more emissions, including noise, odour, smoke, or fumes.

This zone precinct supports activities such as manufacturing, processing, and recycling along with large-scale storage and distribution activities with higher thresholds than those permitted in the General industry B zone precinct. Due to the potential for emissions and external impacts, activities in this zone precinct usually require additional on-site controls and greater separation from residential and other sensitive land uses.

Together, these industry zone precincts support a range of industrial uses while ensuring appropriate safeguards are in place to protect the surrounding community and environment.

Public consultation

Community consultation on the proposed amendments was open from 1 November to 8 December 2025.

Early to mid-2025 Queensland Government review.
1 November - 8 December 2025 Consultation was open for community submissions on the proposed changes. Read the public notice of adoption.
Early to mid-2026 Council review of submissions and the Queensland Government final review.
4 August 2026 Council adopted the amendment.
18 September 2026 Amendment effective in City Plan.
